As the name suggest, you can stand in the shore of the reservoir and make loud noice. The echo will hit right back at you. We had fun doing that :)
The road sides near the echo point are filled with street vendors selling vegetables, handicrafts and stuffs, it is a colourful scenery in there. I did not see anyone swimming in the waters, probably the it is deep.
The other side of the echo point are mountains and forest areas, the locals told us that elephants come there to drink water in the summer months.
